Annotation: Line geometry of view overrides default line style for a specific file

There's an issue where a specific .pkg file has some kind of anomaly where upon placing views in Annotation, the default line style for this file does not obey the default line style configured.

I can't seem to decipher why. Any ideas?  Here's a small snippet of what I'm asking about. The default line style for these views is solid white, and this one is "phantom", green:
