Toolkit Application Menu Button Text Not Changing with Resource File

I am trying to modify the text in pt_install_test to have a different button name. My .dat has text_dir set as just ./pt_install_test. Inside ./pt_install_test, I have been editing ./pt_install_test/text/usascii/msg_user.txt, such as

 

 

 

 

-Install Test Label
-Install Test TEST NEW VALUE

 

 

 

 

but this change is not being reflected in the menu. I expected that this did not need a rebuild, but I've tested with rebuilds as well and the text is not changing. I am confused where it is even getting this old value from at this point.
