Why does OTK for Creo 4.0 require 3D Drawing Toolkit license?

Unlocking an OTK application built for Creo 4.0 F000 requires 3D Drawing TOOLKIT license even though no functions with additional licensing requirements are used.  We have linked the following libraries: otk_cpp.lib, otk_no222.lib, protk_dll_NU.lib, ucore.lib, and udata.lib from the VS 2015 version of OTK and TOOLKIT.

    if PTC Support did not respond for long time, I suggest you to escalate case. Open Case page and click Escalate button.
