Kepware runtime problem

I installed Kepware enterprise 5.21 on a Windows 7 machine and when the PC is starting, I get the following error message:

"failed to start server runtime in service mode this operation returned because the timeout period expired"

I installed Kepware many times before and never had this problem.

What can it be?
