Kepware ServerEX and OPC UA Generating Notifications Without Value Change: Sending the Same Value to the Client Based on Timestamp Updates

I'm reading data from another application via an OPC UA Client on any channel in Kepware. I can receive notifications when the data changes. Is there a way to create notifications before the data changes? Reading at intervals doesn't solve my problem. I have a timestamp indicating when a value has been read. I want to notify the client of the same value when the timestamp changes.
