Try checking accuracy all the way up - tool path tolerance, manufacturing model accuracy, design model/ .prt accuracy, accuracy of any models used to cut those surfaces out of another body.
We run a lot of cutlines, and we get "swaying" in similar areas when engineering has used a setting of 0.001 relative accuracy to cut out a complex shape from a solid body. Tightening accuracy seems to reduce the sways, but we can't get it too tight or the whole thing fails.
