Check your Allow_entry_outside parameter on your HSM step:

• If you have this parameter set to yes, then the mill window settings (outside, on, inside) are basically ignored, and the tool movement is seemingly unrestricted.
• If you have this parameter set to no, then the tool will be restricted as you would expect from your mill window choice.
