why the scan type_2 doesn't work in five axis surface milling

As you know scan type_2 works well in three axis surface milling, but if you turn to five axis surface milling, you will find type_2 doesn't work ,the tool doesn't go around  the islands.it will create many retracts. how to use type_2? thanks!
