conversion failed

I need to convert a file, but I'm concerned about not being able to convert the hundreds of old files that I have as well.

When I tried to convert the file, I got this error message.

I've verified that the framework in installed.  I've uninstalled it and reinstalled it.

I've rebooted the computer, ran updates, and rebooted again.  I still get the same error message.

I assume a security update has broken something, but I'd really like to get the capability back.
