Create New Matrix

If this is a question you should rather create a discussion, not a document as we can't attach files in simple comments.

What I have understood so far is that you want to remove the diagonal elements of a  n x n square matrix and create a  n-1 x n matrix with the remaining elements but I am not sure from your description if this really is what you need. If you ask a question it might be helpful to be more precise.
