  Need help creating a program function as the above.

Or similar...

I'm leaving out the operators (all "+") and the results (also all the same), and just give the bare numbers:

What you can see from the structure is that this algorithm is screaming for a recursive approach. But I'm not not clear enough now to think about that....

Other output, shows you what the very first column is for:
