I am trying to get a license for Mathcad Prime 9.0. My point of contact is Jon Cooke. He is terrible at getting back in touch. Is there someone else that can help me please?

You have asked a question in a user supported community. No one here can help you with licenses for software.

Use the link for Manage Licenses from the eSupport home page and then Open a call with License Management.
