Meaning of 'Mean frequency' using PSD moments

To all

I am looking at the Dirlik calculation method for fatigue analysis/damage. The method is based on PSD moments and one of the variables is called the mean frequency (xm) (see below for definition). Does anyone know what this "mean frequency" is/represent?
