It looks to me as if you're into a file that someone created.  That is has a name:

Fred_Kohlhepp_0-1605983934173.png

suggests that it's got features that have been added to basic Prime.

    Its PTCs attempt for integrating Prime into other products, especially Creo.

    You may want to study the help chapter about Integration and Automation API Integration for further information if you are in need to use and integrate Prime in other software. Otherwise you may simply ignore that part of the menu.
