Mathcad 14 license file and web account update

I have installed Mathcad 14 on my new computer and tried transferring my license file .dat from my old computer to new. It gives me host Id errors. I have found the ptc support website. https://support.ptc.com/appserver/lm/mathcad/call_logger/callLogger.jsp?as=1 to try to get a new license file. I enter in my product code and it says. Your web account does not hold the following required privileges to access the application: License Management Reporting for read-only access. License Management Licensing for configuration and license file generation access. If I update my web account will a new Mathcad 14 license be issued that matches my new computer? If so how to I go about updating my web account?
