Creo Elements Direct V19 Annotation Dimension Orientation

Hey. 

I am having issues forcing my dimension text to stay in line with my dimension lines. I turned my common text orientation to perpend and the coordinates to use orientation. This handles the text and line issue but then creates issues with my diameter and radius not having the staggered line. 

any ideas?
