FBX to Creo Illustrate loses all hierarchy. Is there a way to keep it?

I have tried many different export options trying to keep my grouping hierarchy in Creo Illustrate. But anytime I import an FBX file, all objects are just pulled into the root object and groupings are lost. This is not the case with some other formats like DAE, but the file size is to large for the pipeline I am involved in. 

 

I have prepared the FBX files in both Maya and Blender with the same results. 

 

Does anyone know a process to keep the hierarchy that I might have missed? Looking to save a lot of rework by finding a solution.
