Zoom then Scroll in Illustrate

I'm using Illustrate 6.0, and I have not seen this feature since I started in 3.0.

While in page size mode (clicking on Size in Figure menu), and you zoom in, Illustrate will zoom in to the center of the page. What I might be working on is at the top or bottom of the page. I would expect to see a scroll bar on the right side of the screen to scroll the page up or down. It doesn't seem to exist. I usually zoom in, pan the page to were I need to go, then zoom out by clicking Fit to Window, then click the Go to Figure View. A scroll bar on the screen would be much better.
