How to submit product idea instead of customer?

I’m customer success manager in PTC Japan.

Can PTC employees submit product ideas on behalf of customers?
I’ve been asked to raise improvement requests for a product, but the customer finds it difficult to do so themselves due to the language barrier and other reason.
