Academic Edition Config File

Hi,

Is there something that is preventing changes in the config.pro file in the academic edition?  I have been changing open_window_maximum to yes and it reverts back to no, even in session.  I have my start in directory set to the correct folder but it still seems to want to revert back every time I open creo.
