Can't Activate Purchased License

I purchased the license for Mathcad Prime 11 Student Edition, but when I attempt to activate it, I receive an error stating that I have reached the maximum number of license requests available for my product type. I have not used or activated my product key on any other device, so I am confused why I am getting this error message. I tried the online license portal, but it gave me the same error. I've included pictures of the error message and some information to help figure this out.
