Creo 5.0 Student - Quality Agent cant reach PTC

I installed Creo 5.0 Student edition yesterday and it worked just fine. After computer restart, today it does not work. It cannot verify the licence (error 0x000000b). I try to run the quality agent /diagnostic tool alone and it cant reach ptc.com, even with my firewall completely turned off. Is this a server-side issue?
