Creo 9 student edition setup.exe won't start

I just upgraded my pc to windows 11 22H2 and after the installation was done, creo parametric did not start. No window opened, nothing. So I uninstalled it. Now I'm trying to install creo parametric 9 on windows 11 but the setup.exe does not open. I ran it as an administrator but nothing happens.

What can I do?
