Creo partial install - 12.4.0.0 student edition

Installed Creo 12 student edition. Upon first install, some issues arose and application icon did not load, likely due to not disabling Windows firewall and defender. Performed 'clean' uninstall using Windows 11 control panel. Reinstallation was only partial, had issues opening .prt files and setting file directory inside Creo, but could still sketch and somewhat operate .prt after creating a copy. However, only some parts would save. Performed another uninstall, this time deleting PTC keys and manually deleting empty files in files explorer. Unzipped zip file in its own folder in C drive. Followed setup after running as admin. Creo common files and parametric did not install: "Prerequisite for Creo Parametric -- Creo 12 Platform Services -- is not satisfied."
After looking for solutions online I am not sure what steps are best to take, and I would like to avoid messing with registry keys again if possible.

I should also add I could not locate the buw file within the extracted zip on my second reinstall.
