Creo Quality Agent won't install

Creo quality agent fails to install at 36%. Tried many times. Made sure to run setup as admin and turned of antivirus. When I run creo parametric, it says I need to register the quality agent. I say OK and it crashes with error code 0x0...09. I know the quality agent is required for academic licensing. This is for an FTC team. Here is the install log:

This did not work. It throws an error saying "Object already exists" during the update component registration phase of the 070 quality agent install. That same error is thrown when starting parametric when it tries to install Creo Thumbnail Viewer 2.0 and Creo Platform 2.36.

Note that this is a system where we previously installed build 050 of Creo 2, but where the licensing server failed when the built-in NIC failed. We are now installing build 120. I've tried removing everything creo/ptc via control panel multiple times and the quality agent doesn't show up there.

Do you have a utility for cleaning everything out so we can start from scratch?
