it is a Creo 12.4.0.0 bug reported in https://www.ptc.com/en/support/article/CS446362 article. There is no solution at the moment.

Engineering Notebook Not Working "No License" Warning in Creo Parametric 12.4.0.0

Description

• The engineering notebook is not working but its working in previous version on same license file
• A warning message appears indicating "no license" when attempting to access the Engineering Notebook
• A dialog with messages You do not have a license for Engineering Notebook. Please check with your administrator. appears when attempting to access the Engineering Notebook
