Is the "Creo University Free Edition" available for all students?

Is the "Creo University Free Edition" available for all students, or does my university need to have some licenses for it? I am asking because my university for sure does not have any licenses for Creo. But if it would be free to use for all students, then I could still use it. I am from Germany. Thank you for your help!!
