Hi,

     Did you used the option "submit the request as a guest"? It usually takes a time until the access will be provided to you. Can you tell me on which instance you are trying to import this extension, the actual URL? Also, if this is something urgent I can email you the extension until you receive the permissions for downloading anything from the marketplace.
