Will there a Mission Planning worksheet to plot out our mission this year?

No, not this year. Instead, you will work on a theory of operation, which will need to adapt and evolve as you develop and change your UAS design and learn more about the efficient and effective operation of UAS through research (literature review, web search, etc.). For details on the mission planning, please refer to section X. Mission Flight Planning Guidlines in the Detailed Background Document (see http://www.ptc.com/WCMS/files/158191/en/FY14_RWDC_State_Aviation_Challenge_Detailed_Background_V1.pdf).
