setup doesn't run

I try to setup creo11 student version. downloded to files and try to setup. but it doesn't work.
no error, just nothing happens. pc doesn't run the setup file. version windows10.
I tried:
-Run as administrator
-setup vc redist
-deactivated all protection walls

I don't know what else I can do. not so expert about these topics. help please
