Trouble running program

I am having trouble using creo on my laptop. I have downloaded and installed the software but when trying to open and use it a system error accurs. It states that ucore46.dll is missing from my computer and that reinstalling the program may fix it. I have reinstalled multiply times and the same system error keeps accuring. How can I correct this?
