Windchill for FIRST Robotics teams

Is there a Windchill instance available for FIRST Robotics for the 2023 season and if so how to register for it?  The PTC Education support page does not have information on Windchill/ProjectLink that I have been able to find:  https://www.ptc.com/en/education/student/first

Our team would like to use Windchill with Creo Parametric for the first time this season.
