Did you try emptying your browser cache and deleting cookies, then re-authenticating ? Also, trying different browsers may work.
As a PTC employee I'm able to see and download TWX Analytics Server 9.3.1 from here when I override with your customer number.
If still unsuccessful, please open a case using the My PTC Assistant (Website # Software Downloads) for this. Our support team should be able to help further.
