Creo Fundamentals of Solid Modeling 1 exercise 4 & 5 dimensioning

Possibly previous command may be active. Middle click to end the command. Then attempt to start with Dimensioning. After selecting the references for dimensions, then again middle click to place the dimension. You can refer the video which is linked before the started of exercise in the training guidebook.

Do you even see the weak dimensions that should display by default for the sketch? Like this?

If you don't see even these dimensions then you probably don't have dimension display turned on in Sketcher mode.

In the In Graphics toolbar (located at the top of the graphics window by default), make sure that dimension display is enabled:
