A strange error during installing flexnet server on Windows Server 2003 sp2

Yesterday, I changed my computer's oprating system from 32-bit to 64-bit and reinstalled flexnet server for creo firstly.

The version of flexnet is 10.8.5.

The installing process is normal. And, I can see the "Flexnet server for PTC" service in controlpanel.

But the LMTOOLS is so strange. not any server had been started. I find that the license.dat file was not created during the installing process.

The Creo cannot find the server.

Is there any services in 64-bit Windows 2003 SP2 interrupting with the flexnet?
