Assembly Placement Sets

I would like to have more than one assembly placement set for a component that way I can switch between to view component in different positions.  But the "New Set" is greyed out.  I have to delete a set to add a new placement set.  What is the problem.. a config setting?

    The only time I've seen this happen is if a Set has references that are not defined or have been lost.
