Creo 6 crashes - no Splashscreen

I have a problem since Windows 10 2004 update; before this update Creo 6 was working fine, after this update Creo 6 isn't starting anymore. It crashes before the splash screen comes up; mabe anyone can help; the only hint I have is the traceback.log attached;

I tried uninstalling and re-installing Creo6 without any success

Hi, has the issue been resolved yet? Otherwise, can you check if the option "Beta: Use UTF-8 for worldwide language support" is active? (Start> Settings> Time & Language> “Date, time, & regional formatting ”>“ Additional date, time, & region settings ”> Region> Administrative> Change system locale.)

I wonder if it can affect to Creo and his third party  applications.
