Creo Illustrate 7.0 locked license will only run as administrator

when the user launches creo illustrate 7.0 is ask for the license path. The path is in there and correct however when you hit save it just keeps the license screen open and never launches the program.

If i right click Creo Illustrate and select run as admin and put in my admin credentials the program launches without issue.

Local users do have modify rights to the PTC license folder.
