Explanation about memory settings in run.bat file and why does the Model Manager module activation from Modeling fail ?

Start "Standalone Model Manager" and see what error you get from Model Manager (if any).
The message you are showing is from Modeling, so this just tells that Model Manager failed to start - but not why.
