Global Mapkeys

We are upgrading from Creo 10 to 13 and noticed mapkeys where removed from the config.pro in Creo 11.  In Creo 10 we have a global config.pro on a network drive that is loaded when users start Creo and can be updated by the admin at any time.  In Creo 13 (11 and on), the admin mapkeys only seem to work when being stored in C:\Program Files\PTC\Creo 13.4.0.0\Common Files\text\mapkeys.pro.  This makes changes difficult and requires updating the file on every users PC to make a change.  I’m wondering if anyone else has experienced this and any potential solutions would be appreciated.
