Inadvertant dragging and dropping

Is there a way to lock the structure of the model tree so that you can't inadvertantly drag and drop a part from one place to another, wait for it to regenerate, then drag it back, and re-wait for it to regenerate.

Or can you set the config file such that it asks you and you click - Yes I would like to move this part in the model tree.
