When you scroll down underneath that error what does it say?

Scott,

complete text of the warning is saved in std.out file located in Creo startup directory.

The name of the license must be properly set in parametric.psf file in Creo installation bin subdirectory.

But I believe that is exactly what he suggested: Creo Parametric 3.0 has not been configured - see CS198207
