Licensing issue for CREO4

-96 error is sometimes related to firewall running on license server. Try disabling firewall temporarily and test Creo 4.0 start.

it seems to me that -96 error is also related to server identification.

If license.dat on license server contains server name in SERVER line, then parametric.psf in Creo 4.0 installation must contain 7788@name.

If license.dat on license server contains server IPadddress in SERVER line, then parametric.psf in Creo 4.0 installation must contain 7788@IPadddress.
