C:\license_ptc\new_license\license_standard.txt file was probable sent to you via email. It contains Creo floating license, because it contains two special lines - SERVER and DAEMON.
C:\license_ptc\new_license\license_standard.txt file is used as license source, when you install FLEXnet license manager for the first time.
If FLEXnet license manager was installed on your PC in the past, then C:\license_ptc\new_license\license_standard.txt file can be used to update license information located in license.dat file in FLEXnet license manager installation directory. In this case you have to keep SERVER and DAEMON lines.
