PTC.opt file

I am trying get one user our single Premium Design license, but it is not working. Are there any tricks in formatting the ptc.opt file so it will assign the license where I need it to go.

I have verified that the location is correct on the DAEMON line of the license file. I have formatted the line in ptc.opt as:

RESERVE 1 PROE_DesignPrmP:44 USER <uername>

We are  running Creo 12.4.3.0

Anyone have any ideas of what to try?
