Repeated Custom Symbol Attributes

I want to create a create a special BOM Balloon symbol.   Basically the request if for a vertically stacked set of balloons with additional common symbology.  I want to be able to allow a user to switch between different configurations of the symbol.  When switching configurations the text the user has already entered to be persistent.   The video below shows how the attributes are lost when switching between the  bottom to top leader configuration.
