Starting Creo from Browser

From Windchill in Chrome browser its possible to start Creo using "Actions>Open in Creo" from the CAD document details page, this downloads a .pha file which can be opened in Creo.

This starts Creo in whatever location the file was downloaded and if I try and open something else it starts another Creo session.

So to minimise confusion for my teams who may try and click this button I need to either make it work properly, so it opens Creo in the run directory we normally use, or stop it form working all together, does anyone have any thoughts on this, I was going to try and remove the file type association between .pha and Creo?
