Tolerance Block Greyed out with tol_display set to yes in 2 places

I am using Creo Parametric Release 9.0 and Datecode9.0.2.0

My tolerance block is greyed out. I've updated the drawing properties to reflect tol_display set to yes, as well as going into the configuration file and setting tol_display to yes. This seems to be the fix from searching across the internet, but it's not fixing the issue for me.

You have to change your selection filter from Geometry to annotation.
