Creo Installation Failure

I have been trying to install Creo 7.0 for a while, but keep getting a loading icon that disappears after a few seconds.

I have tried running as administrator, disabling firewalls and antiviruses, and deleting all previous licenses and things off my computer (all at the same time).

Does anyone have any insight?

Neither of those worked for me but I found someone who shared a link that did:
