How do I allow non-admin users to see Reference and History Tab on Integrity types ie querys

Admin see Reference and HistoryI have users that are allowed to create Dashboards, queries and reports. They currently must manually track on their own what Dashboards are using what query. The Dashboards, Query and reports do not have the tabs Reference or History on the client screen for displaying the definition. Is there a setting in ACL or some other location where the properties need to be changed?
